I think your Legion of Honor is actually an early 1st empire example rather than a 2nd empire. The reason for my opinion is the inscription is abbreviated. This was done only on 1st empire examples. The full inscription of Napoleon Emperor of the French was added on 2nd empire examples. Also there are no balls on the end of the rays. This was changed to add balls in 1808 on later 1st empire examples as the medal tended to snag on the wearers uniform. You have an example of the "big head" for Napoleon and no rays behind his head. Thats a 1st empire characteristic. Everything points to a early 1st empire example. Good examples are very rare.
